This legislation removes the population requirement from the definition of "metropolitan areas."  This would allow the creation of a transit authority to build, own and operate a mass rapid transit system in a metropolitan area with a population greater than 43,617.

This legislation provides an open records law exemption for the payroll and personnel records of a private contractor or subcontractor working on county property.
